I am not sure I understand your question.
Are you saying you can not see the "Barter Board" at the top of the "Woodturners Boards" page, but, you can see the "Suggestions Board?"
Are you saying you can not go down into the "Barter Board" area but you can go into the "Suggestions Board" area?
Are you saying you can not see the "New Topics" button in the "Barter Board," but, you can see and click it in the "Suggestions Board" area?
If you can see the Suggestions Board, and find the New Topics button in that area, you should be able to do the same in the Barter Board area without doing anything special.
Please give me a bit more information.
